The Milwaukee Metropolitan Sewerage District (MMSD) has identified more than 660 homes and businesses within the Kinnickinnic watershed’s 100-year floodplain — at high risk of flooding. Nearly 50 percent of surfaces in the watershed are impervious: streets, rooftops, and parking lots that shed water instead of absorbing it. During storm events, that water rushes into the river system faster than it can move, overwhelming channels and pushing floodwater outward into surrounding properties.
Deer Creek and the Buried Infrastructure Problem What many Bay View residents don’t know is that their neighborhood sits on top of a buried creek. Deer Creek once ran openly through the neighborhood — a natural drainage route fed by a spring and the land between South Superior Street and South Kinnickinnic Avenue. Repeated flooding as far back as 1879 eventually led the city to divert it into the sewer system in the 1890s, with a 60-inch combined sewer (carrying both sanitary and stormwater) installed near Illinois, Rhode Island, and Fernwood Avenues by 1918. That infrastructure is now well over 100 years old. When capacity is exceeded during heavy rain, the system doesn’t just fail to drain — it reverses, pushing sewage back up through basement floor drains throughout the surrounding area.
Sewer Backup on South Fulton Street and Howell/Oklahoma The August 2025 flooding — the second-largest two-day rainfall total Milwaukee had ever recorded — left South Fulton Street in Bay View lined with debris piled curbside as residents cleared out their basements. By April 2026, the same streets were flooding again. Residents reported sewage backing up through floor drains, reaching several inches in basements that were still recovering from three feet of water eight months earlier. The intersection of Howell and Oklahoma flooded twice in that same period.
Sewer backup is Category 3 water — the most hazardous classification in water damage restoration. It contains bacteria, pathogens, and contaminants that can’t simply be dried out. The affected area requires full containment, appropriate PPE throughout the process, antimicrobial treatment, and proper disposal of any porous materials that were contacted.
